涉农专项资金绩效评价指标体系构建--以建设高标准农田项目为例

Abstract
国家领导人指出,中国人的饭碗要牢牢端在自己手里而且里面应该主要装中国粮；强调要突出抓好耕地保护和地力提升,坚定不移抓好高标准农田建设,提高建设标准和质量,真正实现旱涝保收、高产稳产。党的十八大以来,国家领导人统筹国内国际两个大局,对新时代“三农”工作作出一系列重要论述,引领我国农业农村取得历史性成就、发生历史性变革。高标准农田建设是提高农业综合生产能力、保障粮食安全、促进农民增收的重要项目。构建科学合理的农业专项资金绩效评价指标体系,对于确保高标准农田建设项目的有效实施和资金的高效利用具有重要意义。本文将以高标准农田建设项目为例,探讨如何构建农业专项资金绩效评价指标体系。
